Agricultural R&D investment intensity: A misleading conventional measure and a new intensity index

Abstract The conventional wisdom that developing countries are significantly underinvesting in agricultural research and development (R&D) has been challenged by studies found the high rates of return literature result from data limitations inadequate modeling choices. However, evidence low effort as measured intensity ratio (IR)—the percentage gross domestic product invested R&D—has not questioned. This article argues IR is an indicator proposes alternative index to measure R&D intensity. Using proposed index, we find investment much higher than one observed when used, contribution low‐ middle‐income (LMI) growth global was high‐income (HI) recent years, gap LMI close 50% investment, goal a 1.0% value beyond possibilities most Asian African countries.
